Roofing & Insulation in Greater Los Angeles & the Bay Area

Your roof protects your home from weather damage and increases energy efficiency. A compromised roof leads to water intrusion, insulation loss, and costly structural damage — making timely repair or replacement one of the most important investments you can make. In the Bay Area, we replace and repair roofs in Oakland, Berkeley, Concord, Walnut Creek and surrounding communities.

EC Construction Group serves Woodland Hills, Hidden Hills, Calabasas, Encino, Glendale, Burbank, Santa Clarita, and the full San Fernando Valley. We handle full tear-offs, repairs, re-roofing, and combined roofing + solar projects under one contract.

We pull the permits your city requires and schedule its inspections. When solar panels must come off, we coordinate their removal and reinstallation as part of the same project.

Roof replacement permits and code in California

Roof replacements are permitted and inspected work in most California cities. These are the rules as the building departments publish them:

  • City of Los Angeles: a re-roof with a Class A or B roof covering weighing less than 6 pounds per square foot over existing solid sheathing can get an Express Permit. Class A roof covering is required within a Very High Fire Hazard Severity Zone, and a residential roof replacement of more than 50% of the roof area must use a cool roof product certified by the Cool Roof Rating Council.

  • San Ramon: a building permit is required when more than 200 square feet of roof covering is installed, repaired or replaced. A new roof may go over only a single existing layer, and not over wood shake, slate, clay tile, cement tile or asbestos-cement tile.

  • Inspections: San Ramon inspects after tear-off down to the sheathing, checks roof nailing when new sheathing is installed, and finishes with a final inspection. A final inspection of the reroof must be completed before existing or new solar modules are installed, and a removed PV system needs its own reinstallation permit.

  • Dublin issues residential reroof permits as online instant permits.

  • Calabasas lists roof replacement among the small projects whose permits may be issued in as little as one day.

  • Walnut Creek lists re-roofing among its building permit examples, and Concord's list of work requiring a permit includes roof and re-roof work.

Requirements change and differ from city to city. Before work starts, we confirm with your building department which permits and inspections your roof needs.

Frequently Asked Questions

How long does a roof last in California?

It depends on the material, the quality of the installation, attic ventilation and maintenance. Manufacturer warranties vary by product line; your proposal names the exact materials and the manufacturer warranty that applies.

When should I replace my roof?

Signs it is time to replace include curling or missing shingles, granules in gutters, sagging areas and interior water stains. We inspect the roof to determine whether repair or replacement is the better long-term solution.

Do you offer roofing warranties?

Yes — all roofing projects include our 1-year workmanship warranty, plus the manufacturer's material warranty for the products installed. Your proposal names the materials and the manufacturer warranty that applies.

Can you remove and reinstall my solar panels for a roof replacement?

Yes — EC Construction Group handles solar panel removal and reinstallation as part of combined roofing and solar projects, protecting both your warranty and your investment.

How much does a new roof cost in Los Angeles?

Roof replacement costs vary depending on roof size, materials, complexity, and structural conditions. We provide detailed estimates with clearly defined scope and pricing.

What roofing materials do you offer?

We install asphalt shingles, concrete tile, clay tile, cool roofing systems, and other premium roofing materials designed for California homes.

Can you repair my roof instead of replacing it?

Yes. In many cases, roof repairs can extend the life of your roof. Our team performs inspections to determine whether repair or replacement is the most cost-effective option.

Do I need permits for a roof replacement?

In most cities, yes. San Ramon, for example, requires a building permit when more than 200 square feet of roof covering is installed, repaired or replaced; the City of Los Angeles issues many residential re-roofs as Express Permits and requires a certified cool roof product when more than half of a residential roof is replaced. EC Construction Group confirms the requirements with your building department, handles the permit and schedules the inspections.

Will a new roof improve energy efficiency?

Yes. Modern roofing systems, proper attic ventilation, and insulation upgrades can improve energy efficiency and help reduce cooling costs.

Are you a licensed contractor?

Yes. EC Construction Group is a California licensed contractor (CSLB #1132619) for roofing projects throughout Los Angeles and the San Francisco Bay Area. You can check the license status, bond and workers' compensation details on the CSLB website, cslb.ca.gov.

How do I get started with a roofing project?

The process begins with a roof inspection where we evaluate the current condition, discuss available options, and prepare a detailed project proposal.

Why is attic insulation important in California?

Proper attic insulation helps regulate indoor temperatures, improve energy efficiency, reduce HVAC costs, and increase year-round comfort.

Can insulation be upgraded during a roof replacement?

Yes. Many homeowners choose to upgrade attic insulation during a roof replacement to improve energy performance and maximize long-term savings.
